Similarly to how Call of Duty: Modern Warfare 3 was developed in part by Infinity Ward, Raven Software and Sledgehammer Games, the newly revealed Call of Duty: Ghosts is being cooked up by the Infinity Ward, Raven Software and Neversoft development trifecta.
A reveal of this sort was in-part reported last year (mostly related to Neversoft), but was officially announced today via the Infinity Ward Twitter feed:

In terms of each team’s experience working on/with the franchise, Infinity Ward’s history goes way back to the creation of the franchise, with the worldwide multiplayer phenomenon really kicking off with Call of Duty 4: Modern Warfare. Raven Software previously had its hand in the development of Call of Duty: Black Ops’ and Call of Duty: Modern Warfare 3’s DLC packs and UI designs.
We reported on the potential of Neversoft’s involvement in the COD franchise last year, but it wasn’t until now that the partnership was made official.
For now, all the information we have on Call of Duty: Ghosts is the team of devs crafting it, three teaser trailers, and an official release date of November 5, 2013 for Xbox One, Xbox 360, PlayStation 4, PlayStation 3, Wii U and PC.
